FairPrice supermarket or Watsons Drugstore
Singapore has distilled water readily available in supermarkets and drugstores. In supermarkets you can typically find it in the same aisle as regular drinking water. In fact, many brands advertise it as Distilled drinking water. Attached are two photos of water I bought in Singapore before.

If you need distilled water at Singapore Changi airport, there is a small convenience store outside the baggage area to the left. They charge about 4x as much as a supermarket/drugstore in the city though.
